PLEASE HELP

I have a 2 1/4" figurine tooth pickholder - the figure is in a uniform of sorts of red coat, blue knickers - hat-scarf, white shirt & socks and black shoes with arms bent and holding the waist of the coat open. The cap on his head is round and flat on the top. The figure is standing in front of a white cylinder ceramic container which is 1 1/4" wide at the top and tappered down at the base, all standing on a small white ceramic base. I believe it is stamped Occupied Japan on the bottom but it is very hard to see for sure. There also appears to have been a gold ring on the outside around the top of the cylinder.
